Training packages are sets of nationally endorsed standards and qualifications for recognising and assessing people's skills. Training packages also enable qualifications to be awarded through the direct assessment of competencies rather than against the learning outcomes of a course (such as an accredited program).

The Health Training Package contains qualifications from Certificate II to Advanced Diploma in the areas of general health services delivery, ambulance, dental technology and dental prosthetics, dental assisting and complementary and alternative health care. This package was endorsed by Ministers for Vocational Education and Training in each State, Territory and the Commonwealth on the 11th December, 2001.

To gain national endorsement, developers must provide evidence of extensive consultation and support within the industry area or enterprise.

Competency based training and assessment

Training is now focused on assisting learners to develop and demonstrate the competencies that are required by industry for satisfactory performance in the workplace. These competencies identified by industry are contained in industry competency standards. Training programs are developed to ensure that at the end of the training program, learners can demonstrate that they are competent against the standards which have been developed by industry for satisfactory performance in the workplace. This is competency based training.

The Health Training Package is the Vocational Education and Training Sector (VET) framework for nationally recognised training in the health industry.

The only Qualifications available from the Health Training Package (ambulance), which are competency based and that can be awarded by a Registered Training Organisation for pre-hospital care are as follows:
